Barazils Eternal King Pele dies at 82 with colon cancer. He was three times FIFA world cup winner (1958, 1962 and 1970). He was also awarded FIFA player of the century award. He scored 643 goals in 659 matches. AIBSNLEA Karnataka Circle pays its respectful homage to Pele.

Circle Executive Committee Meeting held at Mysore on 27-11-2022

The Circle Executive Committee Meeting of AIBSNLEA, KTK CIRCLE

               CEC meeting of AIBSNLEA  KTK circle was held on  27/11/2022 at Hotel Panchvati Mysore.  Com. Chakoli Appalal Ex VP CHQ presided and conducted the proceedings of the meeting.    C S Com. R Ganesh welcomed the house and placed the report. FS Com. Vanitha submitted the accounts. Both the reports were approved by the house.   Chairman Com. H.Krishne  Gowda addressed the house and spoke at length on various organizational issues and appealed the CS to take up the burning issue of PA/PS cadre at CHQ level. Also detailed the deliberations of AIC at Chennai.

Com. Chakoli Appalal speaking on the occasion, lauded the achievements of AIBSNLEA and motivated the youngsters how to organize the activities.  Sr. Com. Nanannavar said that due to the wrong policies of the Government the present scenario of BSNL is being deteriorated. CWC member Com. B.V Ramachandra spoke about the achievements and present status of BSNL  and the local issues. District Secretary BGTD Com. Uday Raj, Com. D.L.Jeevankumar, A O MyTD, Com. Musali, Ex.DS Madikere, took active part in the deliberations. It was decided in the meeting to hold the Circle Conference at Mysore on 11th & 12th of February 2023. A Committee has been formed with the following members.  

            1.Com. H.Krishne Gowda. Chairman.           

2.Com.B.V.Ramachandra, Member.

3.Com.R.Ganesh. Member.

4.Com.Kale Khan. Member.

BSNL MSRRs-2023

S writes to the CMD BSNL on the Hurry and untimely introduction of BSNL MSRRs-2023 (Telecom Operation), having widely suspected favoritism to a small group, may end up the whole promotion possibilities to AGM, DGM & higher levels through possible litigations based on the biased MSRRs. For the larger interest of BSNL, the draft BSNL MSRRs-2023 may kindly be kept aside until all CPCs in all streams are completed as on 01-01-2023 starting with AGM(T) to DGM(T) promotion orders .

Respected Sir, 

At the outset permit us to share our sincere regards and gratitude to your acumen for causing the smooth release of some of the long-awaited promotions in various streams viz Electrical, Architecture, Telecom Factory, CSS, Telecom Operations, etc. These Promotion orders caused a good sense of motivation and enthusiasm among the BSNL executives which would certainly contribute to better yielding in BSNL. We are damn sure that BSNL management is sincerely working on releasing all the pending promotion orders in all streams including that in the much-awaited AO to CAO , SDE(C) to EE(C) etc. cadres.

We are proud of you Sir that in the recent past BSNL has been awarded two back-to-back revival packages which helped BSNL to afloat with an authorized capital of Rs 1.5 Lack Crores from a mere Rs 40,000 Crores. We are extremely thankful and obliged to the Government of India and DOT for awarding life to our BSNL. A comfortable and balanced future is expected for BSNL after the revival packages, especially by inducting state-of-the-art Core switching /transmission equipment, 4G Technology, etc.

In spite of all, BSNL is still passing through a turbulent transition phase with many aspects viz Operation/HR integration of MTNL & BBNL, distress from BSNL Employees on Pending 3rd PRC, 30% Superannuation benefit to BSNL Recruited employees as per DPE guidelines, E2-E3 Standard pay scales to JTO/SDE Equivalent executives, Rs. 22820/- to be extended to all the LICE/DR JTOs of 2007 & 2008 Batches & DR JTO/JAO 2010 Batches, E1+5 increments to JTO (SRD) and all LICE /DR Post 2010 JAO/JTO Batches and PA cadre, reversion of 2007 LDCE SDE-JTO(2001 DR Batch), Scrapping of SDE Equivalent RRs for 7 Years as promotion period between JTO equivalent to SDE equivalent instead of 12 years and further 7 years for AGM equ Promotions, etc. in addition to multiples of  Court cases in relation to promotions of executives and other HR matters. However, this association has full faith in you Sir that you can manage all these odds effortlessly and turn around BSNL in the near future.

Now, we are constrained to draw your kind attention to the above-cited subject of the hurry and untimely introduction of BSNL MSRRs-2023 (Telecom Operation), having widely suspected favoritism to a small group. We request your kindness to intervene in the matter and direct the concerned officers in BSNL to have sufficient interactions for taking the views of all stakeholders. Some of the Paragraphs and Notes in the draft BSNL MSRRs-2023 (Telecom Operation) are on prima facie & generally perceived to compulsively attract litigations to end up the very purpose of the   BSNL MSRRs-2023 in the Courts of Law. From our past experience too, we feel that the proposed draft BSNL MSRRs-2023 (Telecom Operation) may be another bait to attract fresh litigators. BSNL MSRRs-2023 in all streams may be finalized and notified in a single go in line with BSNL MSRRs 2009 to avoid fresh litigations on the disproportion of things among different streams. Moreover, the issues on SDE(T) RR – 2022 have not been finalized and notified yet. Hence, in this turbulent transition phase of BSNL, for the better and larger interest of BSNL, the proposed draft BSNL MSRRs-2023 may kindly be directed to keep aside until healthy discussions will be completed with all the stakeholders on the MSRRs. We kindly request you to cause the completion of CPCs on all cadres in all streams, before going ahead with the proposed MSRRs 2023 , starting with the CPC for AGM(T) to DGM(T) as of 01-01-2023 .

 As per the revised sanctioned strength in the post-VRS restructuring, the internal quota for DGM(T) is 1116 and that of the DR DGM(T) is 120. The internal quota of DGM(T) is purely under the Seniority Quota as per MSRRs 2009 and it cannot be diverted to any other quota under any new MSRRs as this will turn off the promotion opportunity of the very rich experienced senior executives in BSNL who are waiting long for the last functional promotion of their career. For DGM(T) promotion against the available vacancies, a good number of AGM(T)s have already completed their 4 years of regular stay in AGM(T) cadre as of 29-06-2022 are eligible for DGM(T) promotion from 01-01-2023 in addition to many DGMT (Adhoc) officers . Hence, CPC for AGM(T) to DGM(T) for all the 1116 vacancies may kindly be ordered as of 01-01-2023. This will certainly cause subsequent CPCs for SDE(T) to AGM(T) for 1116 vacancies and CPCs for JTO (T) to SDE(T) for 1116 vacancies. The same is the merit for different cadres in other Streams too.

  We once again earnestly request your kindness to cause to issue necessary instructions to the concerned to complete the CPC for 1116 DGM(T) vacancies on 01-01-2023 and issue the promotion orders from AGM(T) to DGM(T). Further , we fervently request your kindness to cause to issue necessary instructions to the concerned to release all the other eligible promotion orders as on 01-01-2023 in all cadres of other streams also viz Finance, Civil, Electrical , TF , CSS , CSSS etc before the notification of the MSRRs 2023 , subsequent to the promotion orders from AGM(T) to DGM(T).
